Help us make Upper Noons Creek Drive safer for pedestrians, cyclists, and everyone who travels along this route.

If you live in the area, or you are a member of the Mountain Meadows Elementary School community (school staff and parents/guardians of children who attend the school), we want to hear from you! Take our survey by November 11, 2024, or attend a neighbourhood pop-up on November 5, 2024. Read on to learn more.

About the project

Upper Noons Creek Drive is an important north-south route that provides access to Mountain Meadows Elementary School and Eagle Ridge Hospital. It has a posted speed limit of 30 kilometres per hour and carries more than 3,000 vehicles per day.

The City of Port Moody has started a traffic calming study with the goal of designing and piloting traffic calming measures on Noons Creek Drive between Maude Court and Juniper Place. View enlarged map of the project area.

The Study will assess current conditions on Noons Creek Drive from Maude Court to Juniper Place and recommend physical measures to:

  • reduce vehicle speeding (especially in front of Mountain Meadows Elementary School);
  • encourage active transportation (walking, rolling, cycling, etc.); and
  • improve safety, comfort, and accessibility.

The study will build on earlier work done to develop the Active School Travel Plan for Mountain Meadows Elementary School.

Here's how you can share your input:

1. Fill out our survey by November 11, 2024. Share your thoughts with us. How do you currently use Upper Noons Creek Drive? What kinds of issues are you experiencing? Do you have any ideas for improvements?

2. Attend our outdoor pop-up info session to learn about the project, ask questions, and share your thoughts and ideas:

  • Tuesday, November 5, 2024 from 2pm to 5pm
  • Mountain Meadows Elementary School (999 Noons Creek Drive)

Your input will help us understand the existing challenges and opportunities within the project area so we can design recommended solutions for safer travel along this route. City Council will consider staff’s recommendations along with a summary of public engagement results. The approved design will be implemented with an initial pilot phase.

We anticipate the pilot phase will begin in spring 2025 and continue for approximately one year. During this time, the City will test the approved design using cost-effective materials such as paint, flexible delineators, temporary curbs, and other quick-build materials. At the end of the pilot phase, staff will share findings and make recommendations for permanent changes in a report to Council.

    In 2022, the City of Port Moody launched the Active School Travel Plan for Mountain Meadows Elementary School as part of a multi-year School Traffic Safety Initiative program. The City worked with the school, students, and parents to review road safety, parking, street lighting, and transportation conditions along Upper Noons Creek Drive between Maude Court and Campion Lane/Cypress Place.

    These are the top concerns expressed by participants:

    • vehicles are speeding;
    • drivers are not stopping at stop signs;
    • there is a lack of safe sidewalks and adequate crosswalks; and
    • there are poor visibility/sightlines for vehicles.

    Based on these concerns, the following measures were recommended:

    • add painted sidewalk extensions with flexible delineator posts to convert existing road curb space near the school into more space for walking and cycling;
    • extend existing bus stops into the road at the sidewalk level (with ramps connecting from the road to the sidewalk level);
    • create "no stopping" zones and sidewalk extensions along sections of Upper Noons Creek Drive;
    • repurpose sections of Upper Noons Creek Drive adjacent to the school for loading/unloading during school pick-up and drop-off hours; and
    • maintain unrestricted parking along sections of Upper Noons Creek Drive south of the school.

    View enlarged imageNow, the City is building on these recommendations via the Upper Noons Creek Traffic Calming Study, with an expanded project area that includes Noons Creek Drive from Campion Lane/Cypress Place to Juniper Place. The goal of this study is to design and pilot traffic calming measures between Maude Court and Juniper Place.
