We would like your feedback on an Official Community Plan (OCP) Amendment and Rezoning application for the properties located at 2505-2517 St. George Street and 123-129 Mary Street. The proposal involves:
an amendment to the OCP to change the land use designation from Single Family Low Density to High-Rise Residential and Parks and Open Space; and
a rezoning from Single Detached Residential (RS1) and Medium Density Townhouse Residential (RM4) to Civic Service (P1) and Comprehensive Development Zone 91 (CD91) to allow for a 12-storey building.
This property is located in the Transit-Oriented Development (TOD) area, which allows for buildings up to eight storeys. A Development Permit for Form and Character and Hazardous Conditions (soil liquefaction and flood) would also be required.
This proposal is a revision to an application previously reviewed by Council in July 2024 for first reading of its bylaws. It includes:
a seniors living building offering two types of housing: 48 community care units for memory and complex care residents and 135 full-service independent/assisted living rental units;
one 12-storey tower on a four-storey podium;
total floor area of 12,203 m² (131,356 ft²);
floor area ratio (FAR) of 3.17 before excluding park dedication area, and 3.43 after exclusion;
site coverage of 76% before parkland dedication and 82% after dedication; and
74 vehicle parking spaces as well as total of 52 scooter/bicycle parking stalls.

On October 14, 2025, Council considered the proposed Official Community Plan (OCP) and Zoning Bylaw Amendment applications for the 2505-2517 St. George Street & 123-129 Mary Street project. Following deliberation, Council did not grant second reading to the proposed OCP and Zoning Bylaw amendments, and the application was not referred to a Public Hearing.
