Our survey is now closed. City staff presented a report with the public engagement summary and recommendations at the May 10, 2022 Regular Council Meeting (Item 5.9). Thank you to everyone who participated!


Through past public engagement, the City heard residents’ concerns about traffic and public space issues in Suter Brook Village. City staff prepared a plan for improving these safety concerns and City Council approved the Suter Brook Village Traffic and Public Space Implementation Plan in December 2019. The implementation plan included new loading zone designations on Morrissey Road and piloting the change of Brew Street, between Morrissey Road and Capilano Road, to one-way traffic. However, COVID-19, as well as constraints on material availability and inclement weather, delayed implementation of the change to one-way traffic.

During the delay, City staff took the opportunity to collaborate with developer Onni on an updated plan that expands the traffic calming measures and allows for temporary pilot features to be constructed in permanent form at the developer’s cost after a monitoring period. The updated plan includes measures to prioritize pedestrians and slow vehicle traffic.

    In December 2018, we asked Suter Brook Village residents and business owners/operators to share their thoughts on issues related to pedestrian and traffic safety, traffic congestion, road and sidewalk maintenance, parking, loading zones, noise and traffic issues related to delivery vehicles, and noise related to late-night business operations. The City also hosted a walking tour of public spaces. View the consultation summary (394kb).

    A report based on the feedback collected was submitted to Council in February 2019 and staff were directed to develop a plan to improve pedestrian and traffic safety in the area. The plan was endorsed by the Transportation Committee (item 3.1) (42.5kb) in October 2019 and presented to City Council (item 9.1) (725kb) in December 2019.

    In March 2021, the City hosted virtual information sessions for residents and businesses of Suter Brook Village to share details of the Suter Brook Village Traffic Improvements project. The first phase of the pilot project included two new loading zone designations on Morrissey Road as well as a one-way traffic pattern change on Brew Street, between Morrissey Road and Suter Brook Way. These changes were designed to reduce potential conflicts between frequent pedestrian crossings and drivers searching for on-street parking. The one-way traffic pattern directs traffic to underground parking access points and prevents drivers from performing illegal U-turns in an attempt to park in an open spot. The two commercial loading zones eliminated five on-street parking spots but provide safe parking and unloading locations for business deliveries, removing the need for double-parking or other illegal maneuvers. These improvements were to be monitored for a year before being considered as a permanent traffic change.

    In June 2021, the two new loading zone designations were implemented on Morrissey Road. However, the implementation of the one-way traffic operation change on Brew Street was delayed due to shifting COVID-19 priorities, constraints on material availability, and inclement weather.

    During the delay, City staff collaborated with developer Onni on an updated traffic calming plan for Suter Brook Village. This update would enhance the plan approved by City Council in 2019 and allow for temporary pilot features to be constructed in permanent form at the developer's cost. The City is now seeking feedback from the community on the updated plan.
