The applicant would like to rezone the site from Light Industrial (M1) to a new Comprehensive Development (CD) zoning to allow for a six-storey building for non-market housing, adjacent to the Moody Central Transit Station.
This proposal includes:
40 non-market housing units for women's transition housing;
On November 25, 2025, City Council adopted the OCP Amendment Bylaw and Zoning Amendment Bylaw, and endorsed the associated Development Agreement. The proposal is now approved to move forward with the next phase of applications for development permits and building permits.
