We would like your feedback on an OCP amendment, rezoning and development permit application at 3060-3088 Spring Street, 80-85 Electronic Avenue, and a portion of the Electronic Avenue road right-of-way. The applicant would like to amend the Official Community Plan from 26 to 32, 34, and 38 storeys and rezone the site from Light Industrial (M1) to a new Comprehensive Development (CD) zoning to allow for three towers—32, 34, and 38 storeys—above a commercial podium, adjacent to the Moody Central Transit Station.

This proposal includes:

  • Approximately 983 residential units in market condos/strata homes, divided into three residential towers as follows:
    • West Tower: 34 storeys
    • Mid Tower: 38 storeys
    • East Tower: 32 storeys
  • A maximum of 80,080m2 (861, 974ft2) of residential floor space;
  • A minimum of 6,300m2 (67,813ft2) commercial floor space;
  • A minimum of 1,975m2 (21,259ft2) common amenity space;
  • A minimum of 868 parking spaces (687 residential spaces and 181 commercial and visitor spaces)

The applicant is proposing to provide approximately 40-60 below-market units at a separate site located at 2806 Spring Street.

Next Steps

On November 25, 2025, City Council adopted the OCP Amendment Bylaw and Zoning Amendment Bylaw, and endorsed the associated Development Agreement. The proposal is now approved to move forward with the next phase of applications for development permits and building permits.
